School counselors may not manage discipline, but we should help shape the policies that drive school culture. When referral backlogs, inconsistent enforcement, and staff burnout collide, systems destabilize. This session presents a stabilization framework from an urban secondary school showing how counselors can lead data-informed policy alignment, strengthen governance structures, and restore consistency and trust across a building.
