Sgt. Bill Kloos is in his ninth year of service with the Piscataway Police Department, five of which have been spent in the Traffic Safety Division overseeing grant-funded traffic safety initiatives. Sgt. Kloos is a certified drug recognition expert, crash reconstructionist, and radar instructor. Sgt. Kloos is 1 of 39 officers in NJ that holds a Traffic Safety Specialist-Level 2 designation. Sgt. Kloos developed a comprehensive speed enforcement campaign, which includes infrastructure improvements, teen driver education, community engagement, and selective speed enforcement. Sgt. Kloos has obtained nearly $400,000 in grant funding to support these initiatives and data has proved that crashes have declined in this period. Sgt. Kloos' efforts in leading this initiative led to the campaign receiving a national Peter K. O'Rourke Special Achievement Award from the Governors Highway Safety Association in August 2025. Sgt. Kloos has been routinely called upon by the New Jersey Division of Highway Traffic Safety and partner agencies in assisting other law enforcement agencies with developing similar traffic safety campaigns.
