Darcy Moulin serves as Senior Legal Counsel for the Ohio Department of Commerce’s Division of Cannabis Control. She provides legal analysis and guidance on statewide regulatory compliance, enforcement actions, licensing matters, and administrative litigation involving Ohio’s medical and adult‑use cannabis programs. Her work includes advising leadership on regulatory impacts, overseeing compliance operations, coordinating with the Attorney General’s Office on administrative and court proceedings, and ensuring the Division’s activities align with statutory requirements and public‑safety priorities.

Previously, Darcy served as Senior Legal Counsel for the State of Ohio Board of Pharmacy, advising Board members and executive staff on complex enforcement and regulatory issues related to the medical marijuana program. She supported investigations, participated in state and federal litigation, and managed matters involving confidential and sensitive information.

Darcy’s earlier roles include more than a decade as Staff Counsel with the Ohio Department of Insurance, where she handled administrative enforcement matters, and 16 years with the Cuyahoga County Prosecutor’s Office in multiple prosecutorial and supervisory positions, including Statewide Coordinator for the Ohio Internet Crimes Against Children Task Force.

She holds a Juris Doctor from Cleveland‑Marshall College of Law and a Bachelor of Arts in Communication from The Ohio State University.
