Debbie W. Seguin is the Acting Deputy Director for the White House Office of National Drug Control Policy. In this role, she directly supports the Director in dismantling the supply chain of illicit narcotics and the promotion of demand reduction and recovery. She has also served as the Senior Advisor for supply reduction and Assistant Director for Commercial Disruption and International Relations, where she led ONDCP's policy and international engagements.

Prior to joining ONDCP, Ms. Seguin served as the Assistant Commissioner for the U.S. Customs and Border Protection (CBP) Office of International Affairs (INA). As the INA Assistant Commissioner, Ms. Seguin was responsible for coordinating CBP’s multilateral initiatives with international partners, providing capacity-building training to foreign counterparts in coordination with CBP’s operational offices, and leading CBP efforts to achieve international agreements and joint initiatives that both facilitate and secure legitimate trade and travel.

Prior to her role at CBP, Ms. Seguin served in multiple roles at U.S. Immigration and Customs Enforcement (ICE), including as Assistant Director of the Office of Policy and Planning. In this role, she was responsible for developing policies governing the agency’s administration and operations, overseeing ICE’s regulatory initiatives, and coordinating policy and regulatory engagements with the Department of Homeland Security and other Executive Branch agencies. Further, Ms. Seguin held the position of Chief of the Government Information Law Division in the Office of the Principal Legal Advisor at ICE Headquarters, where she oversaw the nationwide Government Information Law Program and effectively coordinated divisional work with stakeholders.

Ms. Seguin has also served as a Senior Attorney at the U.S. Drug Enforcement Administration (DEA), where she provided legal support to DEA leadership and personnel on a range of general law matters, including information disclosure, appropriations, ethics, personnel, and environmental law. Ms. Seguin began her federal service as an Attorney Advisor with the U.S. Department of Veterans Affairs, where she practiced in privacy, e-discovery, appropriations, and intellectual property law.

Ms. Seguin holds a Bachelor of Arts and Sciences degree in Economics from Washington University in St. Louis and a Juris Doctor degree from Boston University School of Law. She has been a member of the Senior Executive Service since 2016.
