Kelly Monce Franklin has been an Agent with the Ohio Board of Pharmacy (OBP) since 2016, currently assigned to the Ohio Automated Rx Reporting System (OARRS) Early Intervention (EI) Unit with a focus on reducing prescription drug misuse across Ohio through educational initiatives, deflection programming, and investigating and referring violations of the Ohio Revised Code (ORC) and Ohio Administrative Code (OAC) related to pharmacy and medical practices. She is also an active participant in county fatality review committees throughout Ohio, helping to identify system gaps, analyze trends, and develop prevention strategies to improve community safety and reduce future incidents.

Agent Monce brings over 20 years of diverse experience in law enforcement, substance use prevention, and treatment to her role. Prior to joining OBP, she served as an officer with the Lancaster Police Department. Agent Monce also worked as the Drug Prevention Grant Coordinator with the Fairfield County Family, Adult, and Children First Council, developing and managing initiatives aimed at reducing substance misuse in the community, and as a Probation Officer and Program Director with the Pickaway County Juvenile Court, where she developed and implemented programming for court-involved youth with substance use disorders.

Agent Monce earned a Bachelor’s of Specialized Studies in Family Advocacy Communications from Ohio University.
